Caesars Entertainment has brought its new brand, Horseshoe Online Casino, to Pennsylvania just in time for its Q3 2024 earnings call. It informed PlayPennsylvania of the launch in an email Monday.
Horseshoe Casino PA becomes the state’s 23rd online casino. Caesars now operates its own brand, along with Tropicana and Horseshoe in Pennsylvania.
The Horseshoe brand builds on the legacy of Caesars’ retail property located in Las Vegas, which opened in 1951. Matt Sunderland, Caesars Digital Chief iGaming Officer and SVP, spoke about the importance of paying homage.
“The Horseshoe brand is anchored by a promise to put the player first. A brand with such a storied past deserves an online equivalent that pays respect to the legacy it has established in gaming, and that is what we’ve created with Horseshoe Online Casino.”
The Pennsylvania Gaming Control Board (PGCB) does not have a cap for the number of PA online casino brands operators can launch. Caesars is giving customers another way to access its product in what is considered to be the top online casino market in the US.
Horseshoe goes live in Pennsylvania following Michigan launch
Caesars first launched the Horseshoe product earlier this month in Michigan, with a vision of operating in more states in the near future. That has already come to fruition with Pennsylvania’s entrance on Monday.
Caesars now offers three different brands under the Harrah’s Philadelphia license. Customers can access those iGaming platforms in four different ways:
- Caesars Palace
- Tropicana
- Horseshoe
- Caesars Sportsbook
That is an extremely important aspect to the growth of Caesars, as Sunderland continued.
“This launch reinforces our multi-brand online casino strategy by seamlessly bringing another one of our world-class Caesars brands into the palms of players’ hands.”
Horseshoe launched with nearly 700 slots. Some notable titles include:
- Buffalo Thunder
- Capital Gains
- Pork Knox
- Divine Fortune
- Ted
The online casino also includes 14 live dealer rooms, which include blackjack, craps and roulette. The lobby also contains popular game shows such as Lightning Roulette, Crazy Time, and Super Sic Bo.
What players can expect from Horseshoe Casino in PA
A Caesars user the Keystone State told PlayPennsylvania that he was able to log in with an existing username and password. He did not have to create a new account. However, the wallet is not shared.
Once customers do so, they’ll be greeted to multi-lobby navigation layout that resembles a real-life casino floor. The curated lobbies are dedicated to core casino game features, including high-limit slots, private live dealer tables, linked progressive jackpots, variations of poker, and more. It looks like this:
The casino’s navigation is supposed to be sleek and easy for players to get around. Some of the features include:

- Customizable player promotions
- Bespoke bonus engine
Customers can earn Caesars Rewards Credits through Horseshoe Casino, which can be redeemed at any Caesars in the country. Promotions include a chance for players to win a trip to a Caesars destination, which would include travel credits, culinary experiences, VIP nightlife, and more.
How might Horseshoe fare in the PA market?
Horseshoe becomes the latest of a slew of operators to launch in the Keystone. Most recently, bet365 Casino PA went live over the summer. Before that, Bally’s and Golden Nugget got the green light in the summer of 2023.
Horseshoe is not considered to be anything close to FanDuel and DraftKings. However, it can certainly thrive in the Keystone State, as bet365, Bally’s, and Golden Nugget have shown. Those three operators produced the following totals in their first three months of operation:

The first three months bring varying degrees of success as an operator tests the waters of a new market.
Before Horseshoe launched in Michigan, Eric Heisson, President of Caesars Sports and Online Gaming, made expectations clear in the Great Lakes State.
“I also would tamper the expectations. Horseshoe is a great brand, and we feel like it’s going to resonate with a lot of customers. But Caesars is even a better brand. And quite frankly, that’s going to be the flagship app that we have, and it’s got a year’s lead over the Horseshoe.
“So I would expect the Horseshoe to perform very strongly, but I don’t think it will command the market share that Caesars as well.”
Caesars Q3 2024 earnings call comes on Oct. 29. We’ll see if those comments ring true in the Keystone State, too.
