PA Regulators Fine Wind Creek Bethlehem, Parx Casino Over KYC, Licensing Violations

The Pennsylvania Gaming Control Board issued $180,000 in fines during its monthly meeting Wednesday, including penalties tied to Pennsylvania online casino fraud, employee licensing violations, and underage gaming incidents.

Wind Creek Bethlehem received a $50,000 fine for Know Your Customer (KYC) failures tied to iGaming fraud, while Greenwood Gaming, operator of Parx Casino, was fined $40,000 for iGaming employee licensing violations.

Parx and Yahoo Fantasy Sports also received additional fines.

More iGaming issues

The PGCB recently fined BetMGM $100,000 for failed KYC requirements that resulted in more than 1,500 fraudulent accounts and millions of dollars deposited and withdrawn over the course of two years.

Wind Creek went through a similar situation, where 45 individuals used stolen identities to access or create 36 accounts. A total of $629,823.65 was wagered, with winnings of $564,525.61.

The withdrawals were conducted in-person at Wind Creek Casino‘s cash cage. The total amount withdrawn was $92,216.

These withdrawals were made in 2021 during COVID protocols. Wind Creek Cage employees did not request individuals to remove masks.

The consent agreement, obtained by PlayPennsylvania, addressed Wind Creek’s remedial measures since the incident:

“Wind Creek now has a team of clerks who work specifically with interactive gaming accounts to ensure correct documentation and clearing of all fraud flags prior to processing a payout.

“All internal standard operating procedures were updated to ensure they correctly align with Wind Creek’s approved internal controls. All Wind Creek interactive gaming team members were retrained using the revised operating procedures.

“Finally, Wind Creek has implemented the newly required enhanced KYC verification
referenced in PGCB Industry Guidance – 2025-01 (Interactive Gaming Account MultiFactor Authentication Requirement).”

Parx Casino, operating betPARX Casino, also incurred an iGaming employee violation. The operator employed five individuals for a combined 1,805 days who did not possess proper licenses.

According to the consent agreement, Parx received an email in June 2021 that provided licensing guidelines. When the employees were hired 14 months later, it did not file the proper employee applications.

Other fines

Parx was fined a second time for $40,000 for allowing three underage individuals on the gaming floor in three separate incidents in 2024 and 2025.

According to the consent agreement, Parx has implemented the following remedial measures:

  • In January 2024, Parx engaged a new identification scan vendor, Veridocs. The new scanners used by security at casino entrances have been instrumental in identifying and turning away prohibited persons, including those underaged.
  • Parx reiterated procedures and issued progressive discipline in the form of a suspension and final warning to two team members and written warnings to four other team members for failing to secure identification.
  • Parx reiterated procedures and Veridocs training with security staff and issued progressive discipline in the form of a team member warning for failing to escalate scan alerts.
  • Parx reiterated procedures and issued progressive discipline, specifically termination of two team members.

Fantasy sports operator Yahoo was fined $40,000 for two separate change of controls that were not disclosed to the PGCB.
