Happy Valley Casino is nearing its long-awaited opening near Penn State, but it still must clear several regulatory hurdles before welcoming the public. The property is still on track to open this month.
The Pennsylvania Gaming Control Board is currently working onsite with staff to ensure operational readiness ahead of mandatory test days, which serve as the final step before approval.
PGCB Communications Director Doug Harbach told PlayPennsylvania:
“Our staff continues to work with them onsite to ramp them up to a point where they can welcome guests and have two test days.”
Key requirements before test days
Those test days are a critical final step in the approval process. Before they can occur, the casino must demonstrate readiness across multiple operational areas, Harbach said.
“These areas include having slot machines operable on the floor that also communicate with the state central control computer system; all surveillance is operational; staff adheres to processes needed to handle money; adequate staffing in all areas of the casino; and, corrected calculation of revenue at the end of each gaming day, just to mention a few.”
The PGCB uses test days as a soft opening of sorts, allowing invited guests to use the facility while regulators monitor operations in real time.
Harbach said those dates have not yet been finalized but expects it to occur “very soon.”
April opening still on track
Despite the remaining steps, ownership remains confident the venue will open this month. A spokesperson for Saratoga Casino Holdings, the majority owner of the property, told PlayPennsylvania:
“We are still on track for an April opening, but unfortunately can’t narrow down an estimated timeframe in which we’ll be announcing the opening date.”
Happy Valley Casino, located at the Nittany Mall in State College, is expected to become Pennsylvania’s 18th casino once it opens. It will not be accompanied by a PA online casino.
The $120 million project has been years in the making, facing legal challenges and delays before construction began in 2025.
What to expect on opening day
Once operational, the Category 4 casino will feature 600 slot machines and 30 table games, with room for future expansion.
The property is expected to employ around 300 workers and could attract more than 600,000 visitors in its first year.
In addition to gaming, the facility will include dining options and a bar, positioning itself as a new entertainment hub for Centre County.
For now, the focus remains on completing PGCB requirements. Once test days are scheduled and successfully completed, Happy Valley Casino will be cleared to officially open, marking the final step in bringing Pennsylvania’s newest casino to market.
