Happy Valley Casino Reveals Slots and Table Game Plans Ahead of 2026 Opening

The upcoming Happy Valley Casino revealed plans for 600 slots and 30 table games at launch, with expansion possible after regulator review

Happy Valley Casino has detailed its plans for slots and table games ahead of an anticipated opening in spring 2026.

The new property filed documents with the Pennsylvania Gaming Control Board for review in July, in which the PGCB responded to those late last month.

Happy Valley Casino is a Category 4 mini-casino, with plans of hosting 750 slot machines and 30 table games.

Slot plans

Happy Valley Casino has been in the works since the PGCB awarded a license to Ira Lubert’s SC Gaming in September 2020. Construction on the establishment began in June, with a target completion date of April 2026.

The casino plans to open with 600 slots and increase to 750 in time. In a July filing, Happy Valley Casino told the PGCB that any increase would be due to customer demand.

The PGCB denied the casino’s plan to increase slots based solely on customer demand. The casino will have to provide a viable reason to the PGCB for any increase.

Table games plan

The casino laid out a plan for 30 table games, which can be increased to 40 after a year. Here are the games and amount of tables the casino plans to offer:

  • Blackjack: 16
  • Roulette: 3
  • Craps: 2
  • Mini baccarat: 2
  • Ultimate Texas Hold‘Em: 2
  • Spanish 21: 1
  • Three Card Poker: 1
  • Face up Pai Gow Poker: 1
  • Mississippi Stud: 1
  • Pai Gow Poker: 1

The cost of acquiring a table games license is $2.5 million, which has been budgeted for, according to Happy Valley Casino’s filing.
