Pennsylvania Still Leads iGaming Revenue, But Michigan Closes In

Pennsylvania remains the top U.S. iGaming market, though Michigan is rapidly narrowing the revenue gap

The Pennsylvania online casino market kept rolling in April, but the bigger story may be happening 600 miles west in Michigan.

The Keystone State generated $310.8 million in total Pennsylvania online casino revenue during April, according to Pennsylvania Gaming Control Board.

That included $261.2 million from online slots, $48 million from table games and $1.5 million from online poker.

While Pennsylvania remains the nation’s top iGaming market by total revenue, Michigan is rapidly shrinking the gap as its iGaming industry continues posting record-setting numbers.

Michigan emerging as Pennsylvania’s biggest challenger

Pennsylvania remains the gold standard for U.S. iGaming revenue, but Michigan is increasingly positioning itself as a legitimate challenger.

Michigan operators have generated $322.1 million and $303.4 million in March and April revenue, respectively.

Pennsylvania has produced $330.8 million and $310.8 million in the same months, also respectively.

The Pennsylvania market is more mature than Michigan, having launched in 2019. Michigan launched iGaming in 2021, which could be in the height of its tenure as Pennsylvania starts to change.

Despite a month-over-month dip of 6%, year-over-year revenue increased at 9%. However, growth is likely slowing.

Year-over-year growth in April 2025, from 2024, was 34.4%. That has dipped all the way to 9% this year.

It’s possible that the iGaming industry has reached its peak in Pennsylvania.

PA still leads, but the race tightens

For now, Pennsylvania remains the largest iGaming market in the United States.

However, Michigan’s sustained momentum is beginning to reshape the national conversation around iGaming leadership.

Pennsylvania still benefits from a larger population base and long-established gaming infrastructure. But if Michigan continues posting record monthly totals while Pennsylvania growth stabilizes, the gap between the nation’s two largest iGaming states could narrow faster than many expected.

That developing competition may become one of the industry’s defining stories over the next several years.

Hollywood, Valley Forge continue dominating PA market

Hollywood Casino at Penn National once again led all Pennsylvania operators with $117.3 million in total iGaming revenue during April. Valley Forge, mostly consisting of FanDuel Casino, followed at $92.1 million, while Rivers Philadelphia added another $49 million.

Together, Hollywood and Valley Forge accounted for nearly 67% of all statewide revenue.

Other notable operators included:

  • Harrah’s Philadelphia: $18.8 million
  • Golden Nugget PA: $7.6 million
  • Parx: $7.4 million
  • Bally’s: $6.6 million

Pennsylvania operators also generated substantial tax revenue for the commonwealth. April iGaming taxes totaled $112.6 million, with Hollywood alone contributing nearly $41.9 million.
