The Pennsylvania Gaming Control Board has released its 2025 Diversity Report, summarizing workforce and vendor diversity at the commonwealth’s licensed casinos. The annual report compiles data submitted by each operator as required under the Race Horse Development and Gaming Act.
As of June 30, 2025, casinos the Keystone State reported a total workforce of 15,840 employees, compared with 15,562 in 2024. Of those employed in 2025, 90% were state residents, unchanged from the prior year.
In the report, most Pennsylvania casinos made small gains in diversity employment over the last year.
Casino representation
Workforce composition statewide was reported as 42% female and 42% minority, compared with 41% female and 41% minority in 2024. In executive, management, and professional positions, which totaled 2,584 in 2025, 38% were female and 28% minority, versus 37% female and 27% minority in 2024.
Table games operations accounted for 4,933 employees in 2025, with 86% Pennsylvania residents, compared to 4,812 employees and 85% resident share in 2024.
Vendor diversity data showed total reported spending with Local Business Enterprises (LBEs) and Minority- and Women-Owned Business Enterprises (MBEs/WBEs) of $715.9 million in fiscal year 2024–25, an increase from $693.2 million in 2023–24.
Key stats from properties
Certain Pennsylvania facilities have made improvements in diversity efforts in 2025. Breakdowns by property showed variation across licensees:
- Parx Casino reported 2,000 employees in 2025, with 31% female and 22% minority representation among executives, similar to 2024 levels.
- Rivers Casino Pittsburgh employed 1,575 workers, with female executive representation increasing to 37% in 2025 from 35% in 2024.
- Live! Casino Philadelphia reported 1,312 employees, with minority executive representation rising to 39% in 2025 from 36% in 2024.
- Mount Airy Casino Resort reported 757 employees, with overall minority representation declining from 34% in 2024 to 32% in 2025.
- Hollywood Casino at Penn National Race Course listed 913 employees, with female executives steady at 41% but minority executive representation decreasing from 18% in 2024 to 16% in 2025.
The PGCB Diversity Report also tracks spending on construction and non-construction procurement. Several casinos noted that large capital projects in 2024 contributed to higher minority- and women-owned business participation, while 2025 levels reflected routine operational spending.
